Class Insurance Agency, an affiliated office of AIC Insurance
A local truck insurance office for Clark County and the Portland metro
We’re at 201 NE Park Plaza Drive, Suite 110, in Vancouver, Washington, near I-205. Local owner-operators and fleets can stop by, call or quote online, and you can talk to us in English, Russian, Ukrainian or Romanian. Trucks here often run both states in one day, so we set up Washington and Oregon filings together.

Running both sides of the river
- Washington filings. For-hire trucks hauling inside Washington need a UTC permit, with the insurer’s Form E on file.[1] See Washington trucking insurance.
- Oregon filings. Oregon requires $750,000 in liability, and the insurer files a Form E, plus a Form H for $10,000 in cargo, with ODOT.[2][3] See Oregon trucking insurance.
- Weight-mile tax for daily Portland runs. Every mile a truck over 26,000 lb drives on Oregon roads is taxed. Temporary passes are capped at 5 per truck and 35 per account a year, so daily runs into Portland need an ODOT account[4], usually with a bond or deposit for new accounts.[5] A typical 80,000 lb truck pays 25.12 cents a mile, before and after the 2027 changes.[6]
- IFTA. Washington IFTA carriers report Oregon miles and fuel but owe no Oregon fuel tax. Washington’s IRP and IFTA counter is at 1301 NE 136th Ave in Vancouver.[7]
- Chains. Washington requires trucks over 10,000 lb to carry chains on designated pass routes from November 1 to April 1[8]; Oregon requires chains whenever signs are posted.[9]
The I-5 and I-205 bridges
- I-5 Interstate Bridge. It carries more than 140,000 vehicles and $132 million in goods a day. The replacement project received federal approval on July 1, 2026, and toll collection is set to start in 2028.[10] The latest schedule points to July 1, 2028.[11] Truck toll multipliers of 1.5 to 4 times the car rate are being studied, and final rates will be adopted about eight months before tolling begins.[12]
- Lifts and clearance. The Interstate Bridge doesn’t lift on weekdays from 6:30 to 9 a.m. and 2:30 to 6 p.m.[13] Minimum clearance under the steel truss is 15’3″ northbound and 15’9″ southbound.[14]
- I-205 Glenn Jackson Bridge. No tolling is planned: Oregon’s 2025 transportation law repealed its toll program.[15]
Local freight we insure
On the Washington side, the Port of Vancouver USA covers 850 acres with more than 50 tenants and BNSF and Union Pacific rail, 2 miles from I-5.[16] Its United Grain terminal is the largest export grain terminal on the U.S. West Coast, and Berth 10 is Subaru’s largest North American gateway.[17] The Columbia Business Center, a former Kaiser shipyard off SR-14, has more than 100 tenants with rail and barge access.[18]
Across the river, Rivergate (2,800 acres) and Troutdale Reynolds (home to Amazon and FedEx) are the Port of Portland’s big industrial parks[19], and Terminal 6 handles containers with Union Pacific rail service plus Ford and Hyundai autos.[20]
We serve Vancouver, Camas, Washougal, Battle Ground, Ridgefield and La Center, and across the river Portland, Gresham, Troutdale, Beaverton, Hillsboro and Tualatin, plus trucking businesses in all 48 contiguous states.

Frequently asked questions
Can I run Vancouver to Portland every day on Oregon temporary passes?
No. Temporary passes are capped at 5 per truck and 35 per account in a year, so daily runs need an Oregon weight-mile tax account.[4]
When do I-5 bridge tolls start?
Toll collection is scheduled for 2028, with July 1, 2028 in the latest schedule. Truck rates aren’t final; multipliers of 1.5 to 4 times the car rate are being studied.[11][12]
Will the I-205 bridge be tolled?
Not under current law. Oregon’s 2025 transportation law repealed its toll program.[15]
When can’t the Interstate Bridge lift?
On weekdays from 6:30 to 9 a.m. and 2:30 to 6 p.m.[13]
Do I need both Washington and Oregon insurance filings?
If you haul for hire inside both states, usually yes: a Form E with Washington’s UTC and a Form E (plus Form H for cargo) with ODOT. Interstate carriers use their federal filing instead of Oregon’s.[1][3]
