Truck insurance for Virginia haulers
Virginia trucking runs on I-81, I-95 and I-64 and through the Port of Virginia, with tunnel and bridge tolls, express lanes closed to most trucks, and a contributory negligence rule that makes crash evidence especially important. We quote Virginia owner-operators, new authorities and fleets by phone, email and online from our office in Vancouver, Washington, in English, Russian, Ukrainian or Romanian.

DMV authority for in-state hauling
- Who needs it. Anyone hauling property for hire from point to point within Virginia needs DMV operating authority, unless the operation is exempt. The filing fee is generally $50, plus $10 a year per vehicle, which isn’t charged on IRP, IFTA or UCR vehicles.[1]
- Exempt hauls. Livestock, poultry, farm commodities, fish, unmanufactured forest products, farm supplies, trash and vehicles of 10,000 lb or less don’t need authority.[2]
- Online filing. Applications and renewals can be filed online from January 1, 2026, and paper won’t be accepted from February 1, 2027.[3]
- Household goods movers going more than 30 miles need their own authority, with $750,000 of liability, $50,000 of cargo, a $50,000 bond and a tariff.[4]
- USDOT number. Virginia isn’t on FMCSA’s list of states that require USDOT numbers for intrastate carriers, but interstate carriers need one.[5]
Virginia insurance minimums
| For-hire intrastate vehicle | Minimum liability |
|---|---|
| Over 10,000 lb GVWR | $750,000 |
| 7,501–10,000 lb | $300,000 |
| Cargo, household goods carriers | $50,000 |
These come from state law.[6] Federal limits apply to trucks used only within Virginia if they haul hazmat.[7] For other vehicles, the basic auto minimum is $50,000/$100,000/$25,000 for policies effective from January 1, 2025.[8]
Contributory negligence: why evidence matters
Virginia still follows contributory negligence: an injured person generally can’t recover if their own negligence was a proximate cause of the crash. The Supreme Court of Virginia reaffirmed this in 2017, along with the “last clear chance” exception.[9] Injury suits must be filed within two years and property damage suits within five.[10] That makes dashcam video, ELD data and a quick claim report especially valuable for Virginia carriers.
Safety rules and drivers
- Federal safety rules, as of October 1, 2025, apply to intrastate and interstate commercial vehicles.[11] For intrastate trucks, the line is more than 26,000 lb, 16 or more passengers, or placarded hazmat.[12]
- Drivers from 18 can drive wholly within Virginia if not hauling regulated hazmat, and under-21 CDLs carry a “K” Virginia-only restriction.[13]
- Non-domiciled CDLs. DMV has stopped issuing non-domiciled CDLs and permits since September 29, 2025, and gives no timeline for resuming.[14]
Tolls and express lanes for trucks
| Toll (5-axle truck) | E-ZPass | Other payment |
|---|---|---|
| Chesapeake Bay Bridge-Tunnel | $48.00 | $48.00 |
| Downtown/Midtown tunnels, off-peak / peak | $7.25 / $13.59 | $12.08 / $18.42 by plate |
| Dulles Toll Road, main line | $10.50 | $12.10 by plate |
| Pocahontas Parkway (Route 895), main plaza | $10.50 | – |
Sources: CBBT[15], Elizabeth River Crossings (2026 rates for vehicles with 3 or more axles)[16], Dulles Toll Road[17] and Pocahontas 895.[18] The Hampton Roads tunnels and the CBBT have a 13-foot-6-inch height limit.[19]
Weights, coal permits, speed and lanes
- Weights. 20,000 lb single axle, 34,000 lb tandem and 80,000 lb gross on Interstates.[23] A $250 annual overload permit adds up to 5%, capped at 84,000 lb and not on Interstates[24], and Virginia-grown farm and forest products can get another 5% within the same cap.[25]
- Coal. Free coal hauler permits allow 90,000 lb on 5 axles and 110,000 lb on 6 within 85 miles of the plant, dock or railroad.[26] A 2026 law now charges the owner or lessee when an eligible coal truck runs overweight without a permit, with penalties of $250, $500 and $1,000.[27]
- Speed. 70 mph where posted on Interstates, with no lower truck limit there.[28]
- Left lane. Trucks may not use the far-left lane of Interstates with three or more lanes each way where the limit is 65 or more, and on I-81 regardless of the speed limit.[29]
- Idling is limited to 3 minutes in commercial or residential urban areas, or 10 minutes for diesels.[30]
Fuel tax and registration
Virginia’s diesel tax is 33.6 cents a gallon from July 1, 2026 to June 30, 2027[31], and IFTA returns add a Virginia road tax surcharge of 14.3 cents a gallon for the third quarter of 2026.[32] IFTA, IRP, UCR and intrastate authority are handled by DMV Motor Carrier Services in Richmond (804-249-5140, option 3).[33]
Virginia freight
Trucks on I-81 log more than 40% of all Interstate truck miles in Virginia and carry over $300 billion of goods a year, and about a third of the corridor’s roughly 2,750 annual crashes involve heavy trucks.[34] The Port of Virginia handled 3.24 million TEUs and $98.9 billion of cargo in 2025, plus 34.1 million tons of coal[35], and its Virginia Inland Port at Front Royal connects by rail to Norfolk Southern.[36] Agriculture is Virginia’s largest private industry, at $82.3 billion a year.[37]

Frequently asked questions
Do I need Virginia intrastate authority to haul farm or forest products?
No. Livestock, poultry, farm commodities, unmanufactured forest products and farm supplies are exempt. For-hire general freight within Virginia needs DMV authority.[2][1]
What liability limit does a Virginia intrastate truck need?
$750,000 for for-hire vehicles over 10,000 lb GVWR, and $300,000 for 7,501 to 10,000 lb.[6]
What does a 5-axle truck pay at the Chesapeake Bay Bridge-Tunnel?
$48 per crossing, with any payment method.[15]
Can trucks use the Northern Virginia express lanes?
Not the 495/95/395 Express Lanes if they have more than two axles, and not I-66 inside the Beltway. Tractor-trailers may use I-66 outside the Beltway at a higher toll.[20][21][22]
If my driver is partly at fault in a Virginia crash, can the other driver still recover?
Generally not if their own negligence was a proximate cause, under Virginia’s contributory negligence rule, though the last clear chance exception can apply.[9]
